King Derrick has short term value, but he is the easiest hero to 5 star and he is useful in some early game lineups so he should be one of the heroes that you first build. You'll easily 5 star him if you join 20 black banner deputy rallies and 5 giant rallies per day. You can launch unlimited rallies from your own giant's roar event items.
